The Department of Postsecondary Education was established as a separate state agency in May, 1982. The department is responsible to the State Board of Education which appoints a Chancellor and authorizes him to act and make decisions concerning the management and operation of the Alabama College System (Ala. Acts, No. 82-486 [1982]). Each college is required by the Chancellor to conduct long-range planning and to produce management plans or executive summaries that depict the college's goals and plans for the next two years. Information in these plans consists of a discussion of goals and objectives in the areas of administration, fiscal planning, instructional planning, and market planning, and the methods established for achieving these goals.
